From collection of vintage handmade dresses with incredible detailing, here is a preschool / toddler girls dotted dress with back buttons in WHITE with RED, with stretchy chest/waist and red stitched collar detail.  Apparently cotton - no tag, as these are all homemade. Appears to be about a size 2-3 - measures approx 4.25" arms, 9" shoulder, 19-24" waist, 17.5" long, 18-22" chest. Beautiful, classic look for little girl!
